<p><em>Local Historian and Author Bill Smith tells us about the Upwell and Outwell Tram Projects. Bill has been a member of the Well Creek Trust since the 1970&#8217;s when our own founder Charlie Fox was also a member. This is a unique article Bill has written for us and edited by Susan Lowe.  It is the first time he has publically mentioned the dontation that enable the project to get started Ted Harper.</em></p>
<p>The Wisbech to Upwell Tram Projects –  Background and  history information.</p>
<p>The  memento  Projects is to celebrate the memory of the Wisbech Upwell Tramway. The Wisbech to Outwell Tramway opened as an experiment in 1883 and was extended to Upwell in 1884. At its peak, six trams a day in each direction provided passenger and, most importantly, freight services for local produce to Wisbech and then via the main railway link to larger towns and cities. Competition from motorised buses ended passenger services in 1927. Freight continued until 1966 when it was cut as part of the “Beeching Axe”. The final tram journey took place May 20, 1966.</p>
<p>Remembering the Tramway is of importance for all living in the area but also for those much further afield &#8211; for rail aficionados and enthusiasts, for local history lovers and tourists and also for millions of fans of Thomas the Tank Engine the creation of the Reverend Wilbert Awdry who was vicar of the nearby village of Emneth (1953 -1965). Toby the Tram Engine and his coach, Henrietta and later, Mavis, the Drewry diesel  tram (1952) were based on rolling stock used on the Tramway. Very little evidence of the former Tramway remain today which highlighted the necessity for the Wisbech to Upwell tram projects.</p>
<p>The idea for the Wisbech to Upwell Tram Project came from a conversation, back in the early 1980s  between William (Bill) Smith and Andrew Ingram (who had at that time written The Wisbech &amp; Upwell Tramway Centenary Album -1983).   Andrew remarked to Bill that, &#8220;The people of Outwell and Upwell should have kept some reminders of the tramway.  It would have elevated those two villages as there is a vast interest in the old railways&#8221;.  Following that exchange, Bill decided to produce a tram memento for Outwell, the village in which he lives.</p>
<p>Bill first embarked upon producing a tram memento for the former tram yard site at Outwell and was given an old Norfolk County Council, spherical road sign marked &#8220;Outwell&#8221; that had been buried at Bexwell Airfield in1940 during the Second World War.  It would eventually form the centre-piece of the Outwell Memento.  Then, aided by his friends John Button and Tony Judd, he started to source discarded tram-related relics and other authentic railway materials contacting many organisations in the process. They spoke to staff at Bressingham Steam Museum who directed them to a railway &#8220;graveyard&#8221; at Hardingham in Norfolk.  Bill was offered two full-size Victorian tram wheels fixed to an axle (these gave birth to the Upwell memento idea) and other parts needed to make an installation for Upwell.  These very early tram wheels and axle were designed to run on &#8220;bull-head rail&#8221; the same type used for the Wisbech to Upwell tramway.</p>
<p>In April 2016 (03/04/2016) on behalf of the people of Outwell and Upwell, Bill submitted a planning application to the Borough Council King’s Lynn &amp; West Norfolk (BCKLWN) for the two mementos to be located in the old tram yards of the two villages.  The submission was supported by  Outwell &amp; Upwell Parish Councillors, local residents adjacent to each site and also the Middle Level Internal Drainage Board (at Outwell) and the Health Centre Managers (at Upwell).  In addition, Michael Walsh (BCKLWN, Property Services) also gave his support.</p>
<p>The Outwell Memento, phase one was unveiled July 2016 (pic A) by two of Outwell’s oldest residents, Norman Wenn and Iris Risebrow – pictured  with Bill Smith.  A vast selection of historical photographs, from Bill’s collection, was also put on display in St Clement’s Church.  The photographs were collected by Bill over the past 40 odd years that has resulted in him producing six local history books.</p>
<p>Welle Film Productions – a local film-making group – captured footage of the event with the intention of adding to it by following the future progress of the Wisbech to Upwell Tram Project.</p>
<p>About the same time, Bill being a <a href="https://www.wellcreektrust.org.uk/">Well Creek Trust</a> (WCT) member since 1970 approached them to act as fund-holders for the cash donations that were being pledged for the Project.  WCT, which serves to maintain the &#8216;survival for all time&#8217; of another local amenity once earmarked for closure &#8211; the Well Creek &#8211; was a natural choice as their constitution allows them to support other amenities.</p>
<p>Later that year the Project suffered a major setback involving ‘people and politics’ and a lengthy series of very unfortunate occurrences that saw the Upwell installation being put on-hold indefinitely and many of the railway materials that had taken so much effort to source were lost.  These events caused much anxiety and stress to many local people, particularly Bill and his family, and cast a dark cloud over what to that point had been an enjoyable and rewarding process for all involved.</p>
<p>Fortunately the realisation of the importance for the local area came to the rescue.  The Project was put back on track by a committee, primarily of WCT members rallied by Bill, who approached Wisbech Town and Elm and Emneth Parish Councils with the aim of applying for grant funding to produce further mementos for installation not only at Upwell but also along the entire Tramway route.</p>
<p>To beat the expiry date of the original planning permission Ted Harper a newcomer to the area  donated five hundred pounds to prompt the start of the Phase Two project. Sadly Ted died soon after the Upwell project had been unveiled but he did get to see our project reach fruition. Ted&#8217;s contribution allowed us to begin the building and installation of the Upwell Tram Memorial (Phase Two)  to go ahead before the middle of August 2019.  Local company, SDM Fabrication of March, offered its services free-of-charge to build and transport the memorial ready for public display.  The event took place on Saturday 27th July and Bill Smith awarded the unveiling honour to ninety-year old Mary Williamson whose husband Bill was manager (until 1974) of Coote &amp; Warren Ltd coal merchants who had a branch at the Upwell tram depot.  Despite a downpour a good crowd turned out to witness the event and then attended the display of tram photographs and other memorabilia coordinated by Bill, assisted by Upwell WI and St Peter’s Church members.  The whole day was again filmed by Welle Film Productions – look out for more details once editing has been completed.</p>

<p>When Charlie and Pat Fox set up business in West End March in the 1960&#8217;s navigation on the Middle Level was very different from today. Stanground Lock was only 49&#8242; long and Briggate bend at Whittlesey was so sharp that even boats shorter than 49&#8242; struggled to get round. Well Creek through Upwell and Outwell was derelict and unnavigable.</p>
<p>In the mid 1970&#8217;s the <a href="https://www.wellcreektrust.org.uk/">Well Creek Trust</a> were still restoring Well Creek . There were only two ways to take a boat from the Nene to the Ouse or vice versa, across the Wash from Sutton Bridge to Kings Lynn or take the route created by the Dutchman Cornelius Vermuyden in 1637 along the Old Bedford River.</p>

<p>It is now possible for full length narrowboats to use the Nene to Ouse Link route. Well Creek was restored to navigation by an amazing band of volunteers, local contractors and the Middle Level Commissioners but sadly part of Vermuyden&#8217;s ancient route is now unnavigable. The entrance to Welches Dam lock was piled by the Environment Agency in 2006 and remains unusable a staggering 12 years later. The two mile stretch of Horseway Channel between Welches Dam lock and Horseway lock is also unnavigable, neglected and clogged up.</p>
<p>Modernising and lengthening a single lock and restoring a short stretch of river to full navigation is not rocket science. If, for example,  we have been able to re-open two derelict canals that cross the Pennines (the Rochdale and the Huddersfield Narrow canal) we must surely be able to re-open this route.</p>
<p>This old photo taken by Alan Faulkner in 1973 shows 16 boats waiting to lock out of the Old Bedford river and Pat Fox recalls over 40 boats using that same route that same year.</p>

<p>Between 19th &amp; 22nd August 2018 Peterborough Branch  will be undertaking a campaign cruise from the tidal Ouse, along the Old Bedford River, to Welches Dam Lock, ahead of the IWA’s Festival of Water in St Neots, over the August bank holiday weekend. Full details can be found at  <a href="https://www.waterways.org.uk/events_festivals/campaign_cruise/old_bedford_river_campaign_cruise">IWA Campaign Cruise.</a></p>
<p>Along with John Revell IWA Eastern Region Chair Chris Howes will be taking part with his 45 foot narrow boat. They are not only looking for other powered boats to join them &#8211; narrowboats and cruisers &#8211; but also small (self propelled) boats such as canoes, as well as walkers. It may prove difficult to get boats over 50 foot onto the (OBR) Old Bedford River, and larger boats are being encouraged to meet the flotilla at Horseway Lock, which is at the other end of the ‘blockage’.</p>
<p>Chris says <em>&#8220;I was fortunate to make passage (along with two other boats) along the OBR in April 2017. Back in the mid 17th Century digging the OBR was the first stage of Cornelius Vermuden’s Herculean task of draining the Fens. Unlike other navigable Fenland drains, the OBR is not bordered on its west side by a high bank and the views across the Fen are truly rewarding. (Sunsets are particularly magnificent.)</em></p>
<p><em>During our 2017 trip I particularly remember the look of curiosity on the faces of a flock of black faced sheep, who had clearly never seen a boat before, and the wit of a couple of teenagers in Welney who observed “You wait all your life to see a barge, and then three come along at once!”</em></p>
<p>The neighbouring Ouse Washes are a nature reserve and a Site of Special Scientific Interest. We will be passing Welney Wildlife and Wetlands Centre. Twitchers don’t forget to bring your binoculars !</p>

<p><em>Before reading this article further it is worth thinking back to 1984 when John Revell first visited the Middle Level Navigations.  In those days entry by boat to the system was restricted to boats of 49 feet in length because of the short locks at Stanground, Ashline and Marmont Priory. Fortunately during the 1990&#8217;s thanks to campaigning the locks were lengthened to take full length narrowboats. Before that in the 1970&#8217;s our first holiday hire narrowboats transited the Old Bedford river to access the Great Ouse river system at Denver, the reason being Well Creek was not navigable.  Thanks to the <a href="http://www.eawa.co.uk/">East Anglian Waterways Association</a>, the <a href="http://easyweb.easynet.co.uk/jim.shead/IWAPE/IWAPEhome.htm">Inland Waterways Association (Peterborough Branch)</a> and the <a href="http://www.wellcreektrust.org.uk/">Well Creek Trust</a> along with their campaigning members the waterways have been opened up for navigation, recreation and fishing to all. Their campaigning would have been fruitless without the willingness of the <a href="http://www.middlelevel.gov.uk/">Middle Level Commissioners</a>, the fourth largest and perhaps least well know navigation authority in the country.</em></p>
<p>Although I try and visit the main canal system in spring I usually leave my boat on the Middle Level for the summer and winter months. Not everyone is a fan of the Fens but I am.</p>
<p>On my first visit to the Middle Level in June 1984 I moored near a bridge and saw a narrow road leading towards what looked like a pub. I was right as I had arrived at the Three Horseshoes pub in Turves which was heaving with people on a Saturday night. My long journey had started at Bunbury near Chester and I was heading for the Fish and Duck near Ely. Both the pub locals and we were amazed that my journey had led me to Turves.</p>

<p>We returned to the Middle Level in August that year and visited some of the remoter parts. As we struggled along one somewhat weedy stretch a farmer came out to say hallo. He said he only ever saw weed boats there and added that he wished there were a few more boats passing as he was looking for a wife.</p>
<p>Away from the “Link Route” the Middle Level is little used, even in the height of summer. On a day’s journey from Holme to Floods Ferry this summer I met one moving narrow boat, passed 2 friendly fishermen when I went up to Ramsey basin for lunch and saw 5 kingfishers. If you want a good sunset or sunrise , lots of wildlife and peace and quiet this is the place to be.</p>
<p>Fox Narrowboats at March, Bill Fen Marina at Ramsey and Peterborough Boating Centre (just the other side of Stanground lock) provide most boating services. Whittlesey, Ramsey and March have a good range of shops and pubs, Upwell and Outwell provide a smaller choice of shops but convenient short term moorings plus 2 butchers, 2 fish and chip shops , the Globe PH, the Crown PH and the <a href="http://www.thecrownlodgehotel.co.uk/">Crown Lodge Hotel</a> and an amazing display of daffodils each year.</p>

<p>Away from the bright lights there are several pubs that have managed to survive, the <a href="http://www.stoneagoldenlion.com/">Golden Lion at Stonea</a>, the George at Ramsey Forty Foot, the <a href="http://www.fiveallsbenwick.co.uk/">Five Alls at Benwick</a>, the Lion at Ramsey St Marys, the <a href="http://www.admiralwells.co.uk/">Admiral Wells at Holme</a> and the Three Horseshoes at Turves. The shop at Three Holes next to the public landing stage (paid for by the Peterborough Branch of the Inland Waterways Association and built by the Middle Level Commissioners) has recently been renovated with a café and the Village shop at Ramsey St Marys is just before the Lion PH.</p>
<p>Now, if only we can restore Horseways Channel, Welches Dam lock and the Old Bedford to full navigation.</p>

<p>The students and their assistants joined the <a href="http://www.foxboats.co.uk/day-boat-hire/">March Explorer</a> at Marmont Priory Lock. They helped with the operation of the gates and paddles before cruising along Well Creek through the villages of Upwell and Outwell taking a turn at the helm.</p>

<p>There was a fish and chip lunch in Outwell and lots of wildlife to spot including coots, grebe, heron, swans and ducklings.</p>
<p>Tracey said, “It was great to get out of the office for the day and to take the trip to Outwell which is one of my favourites on the whole of the UK Inland Network.
